It’s City Budget season and as I write this column the Finance Committee has just wrapped up its Capital Budget hearings with all city agencies. The Council will vote on the full budget on November 14 and 15.

The following is a list of capital projects slated for the Northside that are included in the Mayor’s Executive Budget:

Troy Drive Underpass
Initial assessment and design will begin later this year with construction planned for 2024. Construction could be moved forward if federal funds are secured sooner.

Warner Beach
Construction of a new beach house, landscaping and the installation of a permanent “water quality enclosure” or giant floating filter around the beach is in the budget for next year.

Northland Manor Park Tennis Courts
Siting and construction of new tennis courts away from the flood-prone area of the park is in the budget for 2019.

Cherokee Marsh Bathrooms/Shelter/Caretaker House
Parks will continue to work with Friends of Cherokee Marsh in 2019 to determine the optimal size and function of a new structure to be constructed near the parking lot in the North Unit. Funds are available in the 2019 budget to plan, design and possibly to construct, depending on the final decision.

Warner Park Community Recreation Center Expansion
Planning and design funds are budgeted for 2020 and 2021. The funds are sufficient to cover all design costs including final architectural and construction drawings. Money for construction based on the designs will be added to subsequent capital budgets.

Lake View Reservoir Water Mains/Lake View Ave Reconstruction
Originally scheduled for 2020, this project has been pushed out to 2022.

Study for combined Public Safety Building
There is $200,000 in the Police Department’s 2019 capital budget to fund a feasibility study for siting a new public safety facility that would house the MPD North District, Fire Station #10 and the MPD evidence storage facility.
