It is November and the Dane County budget process is coming to an end. The budget is finalized in mid-November, with it going into effect in January of the upcoming year.

The budget is divided into two main parts: operating and capital. The operating budget pays for items like staff and ongoing operational activities in each county department. The capital budget takes care of things like construction and major technology upgrades.

In late spring, the county executive gives budget guidelines to each department. The departments prepare their individual budgets following those guidelines. They are reviewed and then presented to the county board in September through the budget hearing process. 

The county executive then prepares an annual budget and releases it to the public Oct. 1. Later in October, there are public hearings on the budget, offering more opportunity for community members to share their thoughts and ideas. These meetings tend to be long, but are among my favorite of the year. I love listening to the public.

In October and early November, county committees review the budget and make recommendations. County board supervisors may offer amendments to the budget at this time as well.

In late October/early November, the full budget and all amendments come before the Personnel and Finance Committee. This committee then recommends operating and capital budget resolutions to the full county board. In mid-November, the full budget resolutions come before the county board for a vote. 

The entire process takes nearly the entire year. There are many opportunities for members of the public to make their voices heard. People are welcome to speak at meetings. Contacting your supervisor directly is always an option as well.
